A new approach to regulating access and participation in English higher education: Consultation

This consultation is looking at new approaches to regulating access and participation in English HE. This will be different from the access agreements used by OFFA as they are intended to be more strategic and for 5 year period. There will be a set of strategic outcome-focused targets, a small number of which will be set by OFS for use across all providers. There will be an impact report each year.

This consultation is not looking at funding.

Of particular interest to AGCAS members is Proposal 3: Providers will be expected to include in their access and participation plans a set of strategic, outcomes-focused targets. A small number of these will be recommended by the OFS for use across all providers, and providers will also continue to be able to set outcomes-focused targets related to their own contexts.

This proposal includes the OFS specified aim:

Reduce gaps in progression to highly skilled employment or further study for students from underrepresented groups

We are particularly looking for input from members whose institutions are taking part in NCOP, members supporting mature students or members with an interest in social mobility.
