International Students and Net Migration in the UK

This report looks at the way the UK and other countries track and report student migration flows, how that fits into the wider tracking and reporting of overall net migration flows, and how that relates to the UK government's net migration target.

It considers the options for adopting a different method of measuring student migration flows, one which more accurately reflects the contribution of student migration to long-term net migration and would allow a more rational weighing of this contribution against the economic and other benefits that international students bring to the UK.
